Overcoming internet options restrictions
This operation has been cancelled due to restrictions in effect on this computer
When my homepage (Win 98) suddenly changes, I go to Internet options in the control panel and restore it (the general tab). Imagine my surprise when my homepage changed and the Internet options general tab was gone! On advice from Google (my standard help source) I clicked Tools (toolbar) and Internet options and was greeted by this operation has been cancelled due to restrictions in effect on this computer please contact your system administrator.

I've learned that the program inetcpl.cpl in Windows\System controls Internet options . The registry dictates display of Internet options. I used Reg Organizer (you can use regedit) to correct the problem. Go to HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions, delete the value 1 from NoBrowserOptions. Restart and voila Internet options, is restored.
