Delete starter.exe (Windows 98)

If you're here, you know that Ensoniqmixer starter.exe reinstalls when you delete it from the startup folder. A Google search (as usual) had mixed advice. I searched my files for starter.exe. I found copies in C:/Windows and in C:/Windows/Options/cabs. I deleted the latter and copied the former to C:/junk. I could delete the C:/Windows copy only after pressing Ctrl-Alt-Del to turn off starter. I then deleted starter.exe from the startup menu. There's a copy in C:/junk in case I need it (I haven't).
